In July 2008, Volkswagen chose Chattanooga as the home of its American manufacturing plant. Part of the relocation called for the county school system to create a program for the intinerant children of German Foreign Nationals who would be working in Chattanooga for 2-5 years through Volkswagen.
"The County shall integrate a German curriculum into its existing curriculum by January 2009 at no cost to the Company. The scope and perameters of such curriculum shall be developed in cooperation with a German School District educational partner as identified by the Company. The curriculum of such German School to be established in the county must be reasonably satisfactory to the Company and comply with German educational standards."

In November 2008, Hamilton County Department of Education created a pull-out German program at Normal Park Museum Magnet. This program was based on discussions with Volkswagen executives, German school professionals and parents of incoming German students. In
August 2009, the program was expanded to Brown Academy for PreK-5 graders, in conjunction with the International Baccalaureate program. In August 2010, the program will be expanded to Ooltewah High School, Ooltewah Middle School and Wolftever Creek Elementary.
The German program is designed to supplement the instruction of students in the regular classroom setting. It is only available at select ESOL sites and affords students instruction in German in the language arts, grammar and social studies. Classes are taught by native German speaking certified teachers.
The program is available only to global assignees through Volkswagen.
