  • STARS is a school-based non-profit organization appointed as the Safe and Drug Free program serving the Hamilton County Department of Education.
      
  • STARS’ mission is to encourage students to make healthy choices and refrain from the use of alcohol, tobacco, other drugs, and violence.
     
  • Programming at the upper elementary level includes a seven-session curriculum training of Hazelden’s “No Bullying”, Peaceable Schools Conflict Resolution, and/or Botvin’s LifeSkills Training. One session in each curriculum is devoted to drug education.
     
  • Programming at the secondary level includes peer mediation training, tobacco, alcohol, drug resistance education, media literacy, service learning, safe dates, support groups, leadership development, and an annual youth conference.
      
  • An alternative to full suspension is provided for students suspended for alcohol and/or tobacco-related offenses.
      
  • Project Fresh Start (PFS) serves as an alternative learning initiative that merges on-line instruction, weekly professional counseling, and adult mentoring with higher-risk students. PFS was piloted in two middle schools and most recently was expanded to five area secondary schools.
      
  • Small group support service is provided to students struggling with personal challenges such as grief, anger management, etc.
      
  • Because of the growing danger posed by prescription drug abuse, STARS has added responsible use of prescription drugs to the menu of services.

Administrators, teachers and students in each school evaluate the program in yearly surveys and interviews. SASI data is used to collect data relevant to attendance, grades, and disciplinary referrals. Based on the outcomes of this data, STARS is able to evaluate behavioral and knowledge changes. Because school personnel own the STARS program in their schools, the program is adapted to meet their specific needs.
