What is Title VI and the Civil Rights Act?

Title VI of the Civil Rights Act of 1964 prohibits discrimination
on the basis of race, color, or national origin in all programs or activities receiving Federal financial assistance. 34 C.F.R. Part 100

What is Title IX?

Title IX of the Education Amendments of 1972 prohibits discrimination on the basis of sex in all programs or activities that receive Federal financial assistance.

Who Must Comply to the Civil Rights Act and Who Can be Found in Violation?

All programs and activities of entities receiving assistance from the Federal Government must comply with Title VI of the 1964 Civil Rights Act.

What Discrimination is prohibited?

  • Deny program services, aids or benefits
  • Provide a different service, aid or benefit or provide the benefit in a manner different than they are provided to others
  • Segregate or separately treat individuals in any matter related to the receipt of any services, aid or benefit
  • Deny education services based on parents’ “actual or perceived citizenship or immigration status”

If I believe that I have been discriminated against on the grounds of race, color or national origin. How do I file a complaint?

You may file a signed, written complaint up to 180 days to the date of the alleged discrimination. The complaint should include:

  • Your name, address and telephone number.
  • The name and address of the agency, institution, or department you believe discriminated against you.
  • How, why and when you believe you were discriminated against. Include as much specific, detailed information as possible about the alleged acts of discrimination and any other relevant information.
  • Include the names of any person(s), if known, who the Office of Civil Rights could contact for
    clarity of your allegations.
